Study on a ‘Pay-as-you-throw’ system for IC&I waste management costs in Québec City

Quebec City aimed at improving the performance of industrial, commercial and institutional (IC&I) sectors in the recovery of recyclable materials. Stratzer proposed an approach based on the review of possible waste pricing methods, the assessment of the waste deposit generated by IC&I and an analysis of the City’s performance. By preparing fact sheets for the types of financial incentives in place in other cities, Stratzer developed three scenarios weighted according to the investment required, simplicity of operation, incentive to reduce disposal and equity.
